OPERATIONAL APPROACH TO INTERVENTION AND URBAN RESTRUCTURING CASE STUDY OF BHAR LAZREG AND EL MATAR

The project carried out within the framework of PROVILLE, Programme d'Appui à la Politique de la Ville en Tunisie (Support Programme for Urban Policy in Tunisia) concerns the analysis and evaluation of two pilot projects: El Matar in Sousse and Bhar Lazreg in La Marsa.
These two projects were launched by the Ministry of Equipment, Housing and Land Management in order to prevent the extension of new informal settlements and to control urban sprawl.
To this end, land intervention areas were set up for the benefit of the ARRU (Urban Renovation and Rehabilitation Agency) and the AFH (Housing Land Agency); but the desired objectives were not achieved, and new challenges were added (drainage of rainwater, protection against the risk of flooding, management of strong requests for building permits, etc.).

The study therefore aims to draw lessons from the methods previously followed, and to propose a new methodology taking the Bhar Lazreg district as a prototype.
